The member and associate States of the Organization for Security and
Co-operation in Europe (OSCE) have recently met in Paris to discuss the relationship between racist, xenophobic and anti-Semitic propaganda on
the Internet and hate crimes (
www.osce.org/item/8330.html). In order to broaden this debate, the Forum des droits sur l'internet has created a
public online discussion forum.
We invite Internet users to react to the meeting's conclusions, and to publish their own wishes and recommendations on this difficult issue,
upon which open debate seems particularly necessary. The discussion forum will remain open for 4 months, and a summary of contributions will
be passed to the French Minister of State of Foreign Affairs Renaud Muselier in November 2004. These conclusions will help enlighting this
difficult issue before the conference of Sofia, where this theme will be discussed further in December 2004.
We wish to invite you to contribute actively to this online debate, either in English or in
French.
Moreover, we would be very thankful if you could pass this invitation to those of your contacts (colleagues, students, members...), who might be
interested in taking part to this initiative.
