Toespraak bij start School Zonder Racisme Europa (Nederlandse versie)

Geachte toehoorders,

Ik wil op de eerste plaats onze Belgische gastheren bedanken voor het innovatieve initiatief tot School Zonder Racisme dat zij namen in 1988. Een briljant idee.

Briljant, omdat het tegemoetkomt aan het veel uitgesproken idee –van beleidsmakers, politici, pedagogen, ouders en andere betrokkenen- dat er in het onderwijs structureel aandacht moet zijn voor het tegengaan van ongelijkheid, vooroordelen en racisme.

Briljant ook omdat het School Zonder Racisme concept in de praktijk zoveel mogelijkheden en handvatten biedt.

Daarvoor dank ik onze gastheren.

Het concept van School Zonder Racisme zou ik kort willen samenvatten als: met een betrokken schoolbevolking aandacht hebben voor het voorkomen en tegengaan van racisme met alle mogelijkheden die de school daartoe biedt. Dus in de lessen en bij schoolactiviteiten, maar ook bij de samenwerking met ouders en het personeelsbeleid.

Het is niet verbazingwekkend dat al snel bleek dat School Zonder Racisme internationale potentie heeft. Ook in andere Europese landen bestaat het besef dat het onderwijs belangrijk is voor de vorming van normen en waarden en het aanleren van communicatieve vaardigheden en omgangsvormen waarmee de jongste generaties hun weg zullen vinden in de in Europa totstandgekomen multiculturele samenleving.

In Nederland, maar ook in andere Europese landen, vond School Zonder Racisme navolging. Ik verzoek u mij, als Nederlander, toe te staan dat ik mij even tot het Nederlandse vervolg beperk. In de Nederlandse situatie bleek dat School Zonder Racisme heel goed mensen kan enthousiasmeren. Momenteel zijn in ons kleine land 85 scholen een ‘School Zonder Racisme’. Ook bleek echter dat School Zonder Racisme eigenlijk pas goed tot zijn recht kan komen wanneer het project professioneel wordt aangepakt. School Zonder Racisme moet niet op de eerste plaats worden getrokken door kleine groepjes enthousiaste mensen, maar een vaste plek verwerven binnen het onderwijs. Professionele middelen moeten als peilers onder het project geplaatst worden. Ik noem er enkele, die naar mijn mening noodzakelijk zijn:

• De School Zonder Racisme methode, het aanbod voor de scholen, moet worden vastgelegd op een voor de scholen toegankelijke manier. In Nederland is hiervoor de School Zonder Racisme informatieklapper ontwikkeld.
• Met behulp van folders of muurkranten moet het project School Zonder Racisme eenvoudig bij leerlingen en leraren onder de aandacht worden gebracht.
• Een goede website is noodzakelijk. Voor het geven van informatie. Als helpdesk voor scholieren die bijvoorbeeld een werkstuk willen schrijven. Maar ook om lesmaterialen onder de aandacht te brengen en als hulpmiddel voor internationale communicatie en samenwerking.
• Een aanbod van lesmaterialen en van op het onderwijs gerichte workshops, projecten en theaterproducties waaruit School Zonder Racisme scholen kunnen kiezen. In Nederland heeft dit aanbod de internationale naam SZR-on the road gekregen. Vanzelfsprekend moet dit aanbod jaarlijks worden vernieuwd.
• Een aanbod voor verschillende niveaus en leeftijdsgroepen. In Nederland wordt nu hard gewerkt, in samenwerking met onderwijzers en materiaalontwikkelaars, aan de School Zonder Racisme methodiek voor het basisonderwijs. SZR voor het basisonderwijs zal in Nederland dit jaar van start gaan.
• Samenwerking met regionale partners omdat zij bij sommige projecten meer voor scholen kunnen betekenen dan de landelijke organisatie.
• Samenwerking met landelijk partners omdat dat de deskundigheid en de breedte van het aanbod van School Zonder Racisme kan verbreden. In Nederland is School Zonder Racisme ondergebracht bij het Landelijk Bureau ter bestrijding van Rassendiscriminatie.

Vandaag wordt, wederom in België, het startschot gegeven voor School Zonder Racisme Europa. Ik heb er vertrouwen in dat wij nu, opnieuw, getuige zijn van een succesvol begin. De eerste stap naar samenwerking met goede partners in verschillende Europese landen – in navolging van België, Spanje en Nederland. Een eerste stap naar een vaste, geprofessionaliseerde structuur voor School Zonder Racisme in Europa.

De voordelen van Europese samenwerking zijn evident, denk alleen al aan de uitwisseling van goede, beproefde ideeën en materialen en mogelijkheden tot internationale uitwisseling en communicatie, bijvoorbeeld van leerlingen via websites en email.

Ik wil School Zonder Racisme Europa hartelijk danken voor de uitnodiging om deel uit te maken van het bestuur van SZR-Europa. Ik vind het een hele eer om, als voorzitter, tot dit bestuur toe te treden.

Tenslotte hoop ik dat deze dag evenveel betekent als het vastschroeven van een School Zonder Racisme bordje op een school. Het enthousiaste begin van een veelomvattend programma dat vele generaties meegaat. De opbouw en uitbouw van een professioneel netwerk School Zonder Racisme in Europa.

Speech at the start of School Without Racism Europe (English version)

Ladies and gentlemen,

First of all I should like to thank our Belgian hosts for the innovative initiative that they took in 1988 with School Without Racism. A brilliant idea.

Brilliant, because of its response to the idea reiterated so often – by policy makers, politicians, educationalists and other interested parties – that attention needs to be devoted structurally in the educational system to inequality, prejudice and racism.

Brilliant too because the School Without Racism concept offers in practice so many different opportunities and lines of approach.

Hence my thanks to our hosts.

I should like to very briefly summarize the concept of School Without Racism as: a committed school population focussing on avoiding and preventing racism with all of the resources that the school has at its command for that purpose; meaning not only in class and during school activities, but also together with the parents and in the personnel policy.

It should come as no surprise that School Without Racism quickly demonstrated its international potential. Other European countries too realize that the educational system is important for the formation of standards and values and the acquisition of the communicative skills and manners that will enable younger generations to find their way in the multicultural society that is developing in Europe.

Not only in The Netherlands, but in other European countries too School Without Racism found its sequel. Please allow me as a Dutchman to restrict my observations to the Dutch sequel. School without Racism proved itself in the Dutch setting to be highly capable of raising enthusiasm. Currently in our small country 85 schools are Schools Without Racism. What has transpired however is that the School Without Racism concept really only flourishes when the project is addressed professionally. School Without Racism should not just be promoted by small groups of enthusiastic people, but have its own permanent position within the educational system. Professional resources are needed to support the project. Here are a few that I believe to be essential:

• The School Without Racism method offered to schools needs to be set out in a way accessible to these schools. In The Netherlands the School Without Racism information folder has been developed for this purpose.
• Folders and posters will be needed to draw the attention of pupils and teachers to School Without Racism in a straightforward fashion.
• A good web site will be needed. To provide information. As a helpdesk for pupils who may for example want to write an essay. But also for focussing attention on the teaching materials and as a supporting resource for international communication and collaboration.
• A supply of teaching materials and of workshops, projects and theatre productions focussed on the educational system from which schools subscribing to the School Without Racism concept can choose. These resources have in The Netherlands been responsible for putting the SZR name on the road. Clearly these resources need to be renewed annually.
• Resources for different levels and age groups. Great efforts are currently made in The Netherlands together with teachers and developers of materials on School Without Racism methodology for primary school education and this will start in The Netherlands this year.
• Collaboration with regional partners since for some projects they will play a greater role than the national organization.
• Collaboration with national partners because of the implications for expansion of the School Without Racism concept. School Without Racism has in The Netherlands been incorporated into the activities of the National Bureau against Racial Discrimination.

Once more Belgium takes the initiative in giving the starting shot for School Without Racism Europe today. I am confident that we shall once more witness a successful start. The first step towards collaboration with good partners in various European countries – following the lead of Belgium, Spain and The Netherlands. A first step towards a permanent, professional structure for School Without Racism Europe in Europe.

The benefits of European collaboration are obvious even when one only takes the exchange of good, tested ideas and materials and opportunities for international exchange and communications, for example from pupil to pupil via web sites and e-mail.

I should like to thank School Without Racism Europe warmly for this invitation to membership of the executive of SZR Europe. It is for me a great honour to join the executive as chairman.

In conclusion I hope that this day will mean as much as the fixing of a School Without Racism nameplate to a school. The enthusiastic start of a comprehensive programme that will influence many generations. The creation and expansion of a professional network, School Without Racism in Europe.
